OVER THE
COUNTER PERMITS
To provide our customers with improved service, the Community
Development Department is pleased to announce that several types of
building permits can now be issued over the counter, provided that the
proper information is submitted with a completed building permit
application form. See below for the specific information that will be
needed for each type of permit:
• Central Air Conditioner (Residential)
• Furnace (Residential)
• Water Heater (Residential)
• Minor Electrical (Residential)
• Temporary Banner Signs
Central Air Conditioner (Residential)
1. Owner or agent must complete and submit an Accessory Permit
Application. A contractor’s license is not required.
2. Two scalable copies of the Plat of Survey showing the proposed
location of the air conditioning equipment.
Permit fee is $64.00
Notes:
• Air conditioning equipment cannot be located within an easement.
• Air conditioning equipment cannot project more than four feet beyond
the required side yard setback.
• For corner lots, if possible, air conditioning equipment should be
located in the interior side yard, which is the side yard not adjoining
the street. If the air conditioning equipment must be located in the
side yard adjoining the street, the equipment will need to be screened
with decorative fencing, evergreen shrubs or other suitable material on
all sides of the equipment visible from the street. Shrubs need to be a
minimum of 30 inches in height at the time of installation, and there
should be no significant gaps between shrubs other than to allow access
to the equipment for servicing. 
Furnace (Residential)
1. Owner or agent must complete and submit an Accessory Permit
Application. A contractor’s license is not required.
Permit fee is $64.00
If Air conditioner and Furnace as one project $96.00
Water Heater (Residential)
1. Owner or agent must complete and submit an Accessory Permit
Application.
2. A valid copy of the plumbing contractor’s registration with the State
of Illinois must be provided. If the work will be done by the property
owner, the plumbing contractor’s registration is not required.
3. A valid copy of the plumber’s license must be provided. If the work
will be done by the property owner, a plumber’s license is not required.
Permit fee is $48.00
Notes:
• If the work will be done by the property owner, then the property
owner should be listed as the contractor on the Accessory Permit
Application.
• Tankless water heaters are not eligible for over the counter permit
approval, as additional information and review by a Code Professional is
necessary. For tankless water heaters, a copy of the product
specifications and electrical drawings (if tankless water heater is
electric) are required. The fee for the tankless water heater permit is
$48.00
Minor Electrical (Residential)
1. Owner or agent must complete and submit an Accessory Permit
Application. A contractor’s license is not required.
2. A valid copy of the electrical contractor’s license must be provided.
If the work will be done by the property owner, an electrician’s license
is not required. In this case the property owner should be listed as the
contractor on the Accessory Permit Application.
3. Provide two copies of the product specifications (manufacturer’s
catalog or brochure information) for electrical device(s) or equipment
to be installed.
Permit fee is $64.00
Temporary Banner Sign Permits
1. Owner or agent must complete and submit a Sign Permit Application.
2. Owner or agent must submit a copy of the banner text and dimensions.
Note: Banners may not exceed 32 square feet in area.
3. Owner or agent must provide a digital photo or hand-drawn sketch of
location where banner will be attached to the building facade.
4. Owner or agent must submit the $80 banner permit fee.
* An applicant may elect to have two consecutive banner events, for a
total display of greater than four weeks. This will be considered as two
displays, with two permit fees charged. However, a second permit
application is not required.
Notes:
• Banner displays are limited to no more than four events per calendar
year, and no more than four weeks per banner event, with a maximum of
eight weeks of banner display per calendar year. In addition to this
allowance, grand opening banners advertising a new business are
permitted for one, four-week period which shall not count toward the
other standard annual banner allowance.
• Each banner event requires a separate permit application and fee.
(Note the exception identified in Step 4 above.)
• Properties with frontage on two streets are allowed to display banners
on both sides of the building with street frontage.
