In May 2013, Organic Soils, Inc., approached the Village of Carol Stream to discuss the possibility of placing a Landscape Waste Transfer Facility on a one-acre leased parcel within the Village’s Water Reclamation Center on Kuhn Road. There followed a process of review and evaluation, which culminated in the approval of the project by the Village on August 18, 2014. Many issues were examined during the course of considering the Organic Soils request. Following are a chronology of the project review history, and brief summaries of each issue that was considered.
