The Village is governed by a Mayor and six Trustees elected at large. A professional Village Manager appointed by the Mayor with the concurrence of the Board of Trustees manages the day to day operations of the Village. The Mayor and Village Board of Trustees encourage residents to attend its regularly scheduled meetings on the 1st & 3rd Monday of each month at 7:30 pm at the Gregory J. Bielawski Municipal Center located at 500 N. Gary Ave. During each meeting, residents and the general public are provided an opportunity to share issues and concerns directly with the Village Board during the Listening Post segment of the meeting. We encourage residents to get to know their elected and appointed officials by attending a Village Board meeting, which is also a good way to get to know your new community and become familiar community issues. All regularly scheduled Village Board meetings are rebroadcast on Comcast Cable Television public access channel 6 or AT&T U-Verse public access channel 99 on Monday, Wednesday, Friday at Noon, 4pm, 6pm, & 10pm.

Frank Saverino - Protect My Town
The Village Board recently approved the 2015-16 budget which begins May 1st. The Village staff has worked hard to put together a responsible financial plan for the coming fiscal year that carries forward the vision of the Village Board including projects and services that will continue to improve our community, however; one of the financial uncertainties that is facing municipal and county governments across our state is the prospect that the state will reduce the local government share of income tax receipts by 50%.
This revenue grab will reduce the Village operating revenue by 1.9 million dollars overnight and force the Village Board to choose between cutting basic services or raising taxes to balance our current budget.
Village of Carol Stream 17th Annual Pond & Stream Sweep Saturday, May 16th, 2015
Come enjoy the outdoors and make a difference in the quality of water in our community. Volunteers are needed… feel free to organize your own group or you can participate in an existing group and join us on Saturday, May 16th, beginning at 8:00 a.m. to help remove trash and debris from our pond shorelines and stream banks. Individual volunteers are also welcome! Over the last sixteen years over 1,000 volunteers have participated in this annual clean up and have removed 15 tons of trash – but each year there’s always more to clean! Everyone is welcome!
Village to Host Energy Efficiency Workshop for Homeowners
The Village in partnership with School Community Assistance for Recycling & Composting Education (SCARCE) will host an energy efficiency workshop for residential homeowners on Thursday, May 7th from 7:00 pm – 8:30 pm at the Carol Stream Municipal Center located at 500 N. Gary Ave. Ms. Carrie Horak, a recycling educator with SCARCE will facilitate the workshop that will include a wealth of information to assist homeowners in reducing their overall energy consumption and associated energy costs.

Village Removes Money from IMET
The Illinois Metropolitan Investment Fund (IMET) is a local government investment pool created in 1996 to assist Illinois local governments (municipalities, park districts, school districts, libraries, pension funds etc.) with the investment of public funds. The Village is one of nearly 300 local government entities that participate in IMET.

The Carol Stream Village Hall and Police Department is located at 500 North Gary Avenue.The Village Hall is open M-F 8 - 5 and closed on Weekends. The Police Department is open 24 hours, 7 days a week. For emergencies, please call 911. For more information see our Departments pages
