Construction has begun! You can follow this webpage for updates during construction. The project is an undertaking of the Village in cooperation with the Carol Stream Park District and partially funded by grants from the Illinois Environmental Protection Agency and DuPage County Stormwater Management. The goals of the project are to improve stormwater quality, restore wildlife habitat, and minimize erosion.

Construction will close some of the paths in Armstrong Park, as well as the parking lot off of Idaho Street (Kids World). The construction will involve heavy equipment, so please obey all signs and detours. A lot of dirt will be relocated to improve the sledding hill, so expect periods with heavy truck traffic on the surrounding streets. Substantial completion is scheduled for July 3, 2024, followed by 3 years of maintenance and monitoring of the native plants until they can establish.

SCOPE OF WORK

Project highlights include increased capacity for storing flood water, a more resilient streambank through the use of native plants, a higher (and more fun!) sled hill, a reconstructed parking lot for Kids World, and trail improvements along Mitchell Lakes.  

A staff presentation was made to the Carol Stream Park District's Board of Commissioners on April 24, 2023. The presentation provided a high-level overview of several design concepts that will be included with the construction of Section III. This presentation reflects the Phase II - Design and is more up-to-date than the presentation given earlier to the Board of Trustees (see below).

The Phase II - Final Design is complete, the public bid opening occurred on March 17th. With the Board of Trustee's award of a public works contract to V3 Construction Group, Ltd. at their meeting on April 17, 2023, we are now officially in Phase III - Construction.

WORKING HOURS

Typical working hours will be from 7:00 am to +/- 5:00 pm Monday thru Friday and 7:00 am to 3:00 pm on Saturdays.

PATH CLOSURES

Some paths will be closed for the duration of the project, including the north half of the loop around the Armstrong Park Flood Control Reservoir (Upper Basin). Other paths will be closed intermittently, depending on the construction schedule. Follow signage and do not walk around the barricades. CLICK HERE for a map of the closures as of February 6, 2024.

PARKING LOTS

The contractor will be staging its equipment and materials at various parking lots surrounding the project. The parking lot in the northeast corner of Armstrong Park (off of Idaho Street and east of Kids World) will be closed for the duration of the project. Once the contractor no longer needs it for staging, it will be reconstructed as a permeable parking lot. Most of the main parking lot for Armstrong Park (off Illini Drive) will remain open for patrons during the project. Finally, the Public Library's parking lot immediately adjacent to Klein Creek (westernmost stalls) may be closed intermittently.
