Update- 7/20/19 at  1:35 pm: Precautionary Boil Order Has Been Lifted

The boil order that was issued for the Elk Trail Center businesses on Thursday has been lifted. After the main break on the private water main serving the shopping center was repaired early Thursday evening, a water quality sample was immediately taken and delivered to an independent lab. As required by the Illinois EPA, another sample was taken and tested 24 hours later. Both sample tests have been returned with satisfactory water quality results and the BOIL ORDER HAS BEEN LIFTED. As previously noted, no other water customers outside of the twelve businesses in the strip mall were affected by the main break or the boil order.

A water-main break occurred early this morning in the parking lot of the Elk Trail Center strip plaza at the intersection of W. Elk Trail and Idaho St. The water main that is affected is a private main owned by the strip plaza. As a result, water is shut down to all businesses in this strip plaza, which include 257 to 281 W. Elk Trail.

Even though this is a private water-main, due to the duration of the service interruption, the Carol Stream Public Works Department issued a boil order for the businesses in the strip plaza only – no other properties or water customers are affected by the boil order. Notice of the boil order has been hand-delivered to each business. The Village’s Community Development Department, DuComm, DuPage County Health Department, and the Illinois E.P.A. have all been notified that no water service is available to those businesses.

Since this is a privately-owned water main, the strip plaza owner is responsible for repairs. Once the property owner completes repairs and water service is restored, businesses in that strip plaza have been advised to boil water for at least five (5) minutes before using, until further notice. The boil order will remain in effect until laboratory sampling confirms that water quality has been fully restored.

In an abundance of caution to insure safety of the water supply, the Village will handle collection of water samples to be tested by an independent laboratory in conformance with Illinois E.P.A. regulations. Once the boil order is lifted, the affected businesses will receive a second notification from the Village.

A recent study by the U.S.E.P.A. found that construction activity of this nature MAY loosen lead-containing particulates that may end up in individual water service lines. To decrease the chances of lead in the strip plaza’s water, the affected businesses have been advised to remove and clean all faucet screens/aerators and flush their service line prior to use once the repair has been made.
