The Carol Stream Crime Free Multi-Housing Program is designed to help owners, managers and residents of rental units keep drugs and other illegal activity off their properties. The program requires that property owners/managers:

Obtain an annual Residential Rental License
Attend an educational training seminar conducted by Village staff
Add the Crime Free Lease Addendum to their tenants’ leases

The program is nationally recognized as an effective way to reduce crime in rental properties. It utilizes a unique, three-part approach which ensures the crime prevention goal while maintaining a resident-friendly approach. The anticipated benefits are reduced police calls for service, a more stable resident base, and reduced exposure to civil liability. This program covers all residential rental units, including apartments, single-family homes, condominiums and townhomes.

The program includes:

Phase One:
This involves a mandatory educational seminar presented to landlords and property managers by the Carol Stream Police Department.
Phase Two:
This optional phase certifies that the rental property has met the security requirements for the residents’ safety using Crime Prevention Through Environmental Design (CPTED) standards.
Phase Three:
An optional resident crime prevention meeting will be conducted for full certification. This meeting invites residents to meet with police and property management to discuss the program.

Crime Free Seminars

Crime Free Multi-Housing Program seminars will be held on an ongoing basis, and offered at variety of days and times to meet the needs of the community. The seminar will last approximately four hours and are held at the Municipal Center, 500 N Gary Avenue, unless otherwise noted. We encourage participation from all parties with an interest in the property to attend, including owners, managers and leasing agents. Please submit your Residential Rental License application and pay the annual license fee prior to attending the seminar.
