Illinois Environmental Protection Agency
The Village of Carol Stream is committed to providing clean, safe, and reliable drinking
water to all of our customers. The Illinois Environmental Protection Agency (IEPA) requires
that all community water systems must develop and maintain an inventory of water service
lines that the public can access. The inventory must document the material of both Village-owned and Customer-owned segments of the water service line. The Village of Carol Stream
has developed a comprehensive inventory using property records and visual inspections of
the water service lines to identify the material as either lead, non-lead, galvanized requiring
replacement or lead status unknown for both Village-owned and Customer-owned segments.
The water service line into a residence or business contains the following parts (as illustrated
in the above graphic):
- Water main: The pipe that distributes the community water supply to all water service
line connections. These pipes are typically in the right-of-way and are also used to supply
water to fire hydrants and other fire suppression systems. - Water service line: The pipe that connects to the water main and runs into the building. These pipes are often partially in the right-of-way and partially on private property. The Village of Carol Stream owns the portion of the water service line that runs from the water main to the b-box or curb stop. The property owner is responsible for the water service line from the curb stop into the building up to the water meter.
- B-box or curb stop: Valve that is in the public right-of-way used to shut off the water supply to the property.
- Shutoff valve and water meter: The shutoff valve is used to shut off the water supply to the house or building and is located adjacent to the water meter. These valves are the property owner’s responsibility. The water meter measures the amount of water the customer uses. The water meter is owned by the Village of Carol Stream.
