Private Development Forms and Permits
Land Improvement Permit
No person shall construct, alter, relocate, remove or destroy any off-street parking, off-street loading, off-street lighting, driveway, sanitary sewer system, water distribution system, minor or major stormwater system, or sidewalk, nor shall said person perform any earthwork including clearing, grubbing, topsoil stripping, excavating, filling or grading, upon any improved or unimproved real estate without first obtaining a Land Improvement Permit. A Land Improvement Permit shall not be required if any of the following applies:
- The activity is directly covered under a Type B, C or E permit issued from the Community Development Department.
- The activity meets all the criteria of Section 15-30.A, or one of the following criteria of Section 15-30.B, of the DuPage County Countywide Stormwater and Floodplain Ordinance as it pertains to Stormwater Management Certifications.
Land Improvement Permit Application
Any person desirous of obtaining a Land Improvement Permit shall make application therefor to the Engineering Services Department on this form along with all applicable requirements listed within.
Stormwater Management Certifications
The Village of Carol Stream is a Complete Waiver Community. The application form is the same one used by DuPage County Stormwater. Stormwater Reports should be provided in the "tabular format" (but without the flow charts and checklists) unless it is for Minor Development.
Private Development Forms
The On-site Utility Maintenance Agreement, Bill of Sale and various Development Security Forms are used for private development projects. Private Development, i.e. residential subdivisions, industrial, commercial, institutional – parks, churches, schools, etc. are required to submit these documents prior to the development of the site.

Private Development Securities
A development security can be in the form of cash (check written to "Village of Carol Stream" which will be deposited then refunded after completion), a Letter of Credit or a Performance Bond. The Village's standard Letter of Credit and Performance Bond language for specific types of improvements can be found below.
Public Improvements Security
Either the standard format for a Letter of Credit or a Performance Bond are used by a developer that proposes to install improvements that are to be dedicated to the Village as public improvements. These forms secure and ensure proper completion of the public improvements.
Public Improvement Preservation Security
Either the standard format for a Letter of Credit or a Performance Bond are used by a developer or contractor that proposes construction activities that increase the risk for damage to existing public improvements. These forms ensure that any damage to public infrastructure is repaired.
Stormwater Security
Either the standard format for a Letter of Credit or a Performance Bond are used by a developer who is proposing stormwater facility improvements and when erosion control measures are required for construction. These forms secure and ensure proper completion of the stormwater facilities and that proper erosion control measures are in place throughout construction.
Plat of Easement / Plat of Subdivision
Procedures for Plat of Easement
Prior to printing any plat and distributing for signatures, it is recommended that a plat of easement be submitted to the Engineering Services Department electronically for review. The Engineering Services Department will distribute the plat to all necessary village staff and compile comments. Once all village comments are addressed, the Surveyor shall print the plat on 24”x36”mylar sheet(s).
Prior to delivering the printed mylar to the Engineering Services Department, the plat shall be signed by the Surveyor, Owner and Owner’s Notary. The plat shall also be signed by any other applicable entities except for the Village of Carol Stream and the DuPage County Recorder’s Office. Engineering Staff will place a recommendation for approval of the plat of easement on an upcoming Village Board agenda. Once the plat is approved by the Village Board, the Village of Carol Stream will record the plat with the DuPage County Recorder’s Office. The owner will subsequently be billed for any recording fees in an amount in accordance with the DuPage County Recorder’s Office current fee schedule.
Procedures for Plat of Subdivision
Preliminary Plat of Subdivision Procedures can be found in Chapter 16, Article 8.4.O.2 of the Village Code. Final Plat of Subdivision Procedures can be found in Chapter 16, Article 8.4.O.4 of the Village Code.
Requirements for Plat of Easement
The final document must be printed on 24”x36” mylar sheet(s). The documents shall be entitled “Plat of Easement”. The upper right hand corner of the document shall be kept blank for the placement of the DuPage County Recorder’s Stamp. The plat shall be appropriately scaled and the direction of North shall be shown.
The plat shall contain:
- Address or other general location of each affected parcel
- Parcel Identification Number (PIN) of each affected parcel
- Legal description of each affected parcel
- Legal description of each easement being granted
- Adjacent roadway right of way with measurements and street names
- Property lines with measurements and lot numbers
- All applicable easement certificates and provisions shall be displayed on the plat
- Easement boundaries shall be delineated on the plat and labeled as indicated within the easement provisions.
- Easements being granted shall be of a heavier line weight and be clearly marked as “HEREBY GRANTED”.
- Existing easements shall be shown on the plat to the greatest extent feasible and shall be marked with the recording number.

Design Standards and Construction Specifications (Engineering Manual)
The design and construction of both public and private infrastructure shall generally be in accordance with the latest edition of the following references:

- Standard Specifications for Road and Bridge Construction (SSRBC).

In certain instances, the Village Engineer has determined that revisions or amendments to these references is in the best interest of the Village. For other circumstances and in the interest of encouraging uniform appearance, standardization of replacement parts, and familiarization of maintenance personnel with the equipment, the Village Engineer has identified proprietary materials and equipment that is to be incorporated into the contract documents for a proposed development.
