Sanitary Service Line Cost Share Program
The Sanitary Sewer Line Repair Assistance Program is designed to support property owners in maintaining their private sanitary sewer lines in certain circumstances when repair of the sanitary sewer line involves work on a Village roadway. The program provides financial assistance in the form of a 50% participation, up to a maximum of $10,000, for eligible repair projects. Eligibility is determined by the Public Works Director or Village Engineer.
The program is only available prospectively (not for prior service line repairs) and subject to a determination that the roadway surface could be compromised if the repair was not made. Should an emergency exist that requires work to be performed prior to an application for cost sharing being submitted, the applicant shall be granted a 5 business day grace period for submitting the application.
Program Eligibility
- The Village will only participate in the repair or replacement of a private sanitary sewer service line located under the paved roadway within the Village’s right-of-way.
- The property owner is responsible for televising and recording the exact location of the service line issue to enable Village staff to determine whether the flow blockage is a maintenance or a repair issue and whether it is under the Village roadway or on private property. This cost is not eligible for program reimbursement.
- The maximum Village participation amount is 50% up to $10,000 of the total project cost. Example: the Village would participate in the amount of $2,500 for a $5,000 project or $10,000 for a $20,000 project.
- The Public Works Director or Village Engineer shall decide eligibility by these standards:
- Pipe segment has severe defects with the risk of failure within 10 years or less; or
- The pipe segment has a separation greater than or equal to 1.5 pipe wall thickness; or
- The pipe has offsets that cause flow to backup; or
- The Pipe is greater than 1 pipe wall thickness.
This program is based on available funding.
Residents who need to repair their sanitary service line under the Village roadway need to obtain two permits: 1) a Building permit from the Community Development Department for the sewer line repair; and 2) a Right-of-Way permit from the Engineering Services Department for all work within the right-of-way, including the excavation and restoration of the Village roadway.
