Planning, Development Review & Plan Commission/Zoning Board of Appeals
The Community Development Department is responsible for administration of the Village’s development codes, as well as implementation of the Village’s Comprehensive Plan. The Department coordinates the development review process and makes recommendations to the Plan Commission / Zoning Board of Appeals and Village Board on all zoning and development applications. The Plan Commission / Zoning Board of Appeals meeting is a public meeting, guided by public decorum procedures.
The application forms and process guides for the zoning and development review processes coordinated by Community Development are available below. The process guides list the plans and information required to be submitted for a complete application, and also provide information about the steps in the review process.
Persons interested in submitting an application for a formal zoning or development process are strongly encouraged to review the applicable materials below, and contact the Community Development Department for further information. PC/ZBA Meeting Agendas
Plan Commission/Zoning Board of Appeals
The Plan Commission/Zoning Board of Appeals (PC/ZBA) is comprised of seven Carol Stream residents appointed by the Mayor with the concurrence of the Board of Trustees. The PC/ZBA meets the second and fourth Mondays of the month at 6:00 pm in the Boardroom at the Carol Stream Village Hall located at 500 N. Gary Ave.
The PC/ZBA conducts public hearings on zoning and development applications as required under State Statute and Village Code. The recommendations of the PC/ZBA regarding zoning and development applications are forwarded to the Village Board for final action. The Village Board meets the first and third Monday of each month at 6:00 pm.
